Richmond Council restates firm opposition to Heathrow expansion plans

Richmond Council has reaffirmed its strong opposition to any expansion of Heathrow Airport, including the proposed third runway and any measures that would increase flight numbers or disruption for local communities.
The stance was restated following a meeting of the Council's Special Standing Committee on Heathrow, held on 5 February, where councillors reviewed Heathrow's latest refreshed proposals alongside the Government's decision to restart the national policy process that could pave the way for expansion.
Council Leader Councillor Gareth Roberts said the authority's position remains unchanged.
"Richmond Council has been absolutely consistent: expanding Heathrow – whether through a third runway or backdoor increases in flight numbers – will have devastating consequences for our residents and our environment," he said.
"The Government may have chosen to reboot Heathrow's expansion agenda, but we will not stand by while the noise, pollution and congestion problems our communities already face are made even worse."
Cllrs were told that Heathrow's current plans are largely unchanged from previous proposals.
These include the construction of a 3,500-metre third runway, significant new terminal infrastructure, and the possible introduction of mixed mode operations, a move which would see planes using runways for both take-offs and landings throughout the day.
Richmond Council has long warned that mixed mode would remove vital periods of respite for thousands of residents living under flight paths.
The committee also heard from a range of local campaign groups, who reiterated concerns about the impact airport expansion would have on noise levels, air quality, traffic and residents' quality of life.
The Government has confirmed it will carry out a full review of the Airports National Policy Statement, with a public consultation expected in summer 2026. Heathrow Airport is aiming to submit its Development Consent Order in 2027, with a final decision potentially made as early as 2029.
Cllr Roberts added: "We will continue to oppose this at every level – locally, regionally and nationally.
"We are already engaging robustly with Government, pressing Ministers to recognise the environmental realities they continue to ignore, and making clear that Heathrow expansion is incompatible with climate commitments, air quality obligations and basic fairness for our residents."
Richmond Council has pledged to step up joint working with neighbouring boroughs, local MPs and the No 3rd Runway Coalition, while continuing its long-standing campaigning for reduced night flights and stronger protections for communities across west and south west London.
