Twickenham: Fulwell Park Estate residents asked for views on new zone parking plan

Richmond Council is consulting with residents of the Fulwell Park Estate area on whether they wish to be included in the proposed new Leeson Estate controlled parking zone (CPZ).

The proposed CPZ — designated as Zone L — would operate from 10am to 4.30pm, Monday to Friday.

Under the plans, some roads in the area would be designated as a Permit Parking Area, which helps to reduce street sign clutter while still requiring vehicles to display a valid parking permit during the CPZ's operational hours.

This arrangement would allow residents (and their visitors) to park across their own driveways, provided no yellow line restrictions are in place and a valid permit is displayed.

As part of the scheme, stretches of double yellow lines are proposed to improve access and visibility, particularly at junctions.

Additional proposals include new yellow lines along Staines Road to enhance residents' access to their driveways and encourage greater use of the cycle lanes, along with the removal of the footway parking exemption on Hospital Bridge Road.

The council has stated that these specific road safety measures are likely to be implemented regardless of whether the new CPZ goes ahead.

Proposed CPZ Zone L Permit Prices:

  • Resident: £112.30 per year
  • Resident Visitor: £3.40 per day
  • Business: £373.30 per year

The resident and business permit prices are for the first permit issued per household/business for one year.

Subsequent resident permits purchased per year are approximately 100% more for the second permit and 200% more for the third permit issued.

Business permits purchased thereafter per year are 50% more for the second permit issued and 50% more for the third permit issued.

These charges are based on the first permit price.
