'Unsympathetic and obtrusive' plans for three new Twickenham homes refused

Plans to build three maisonettes in Twickenham have been thrown out by council planners who labelled the scheme "unsympathetic and obtrusive".

A scheme to build the two-storey buildings at the junction of Roseleigh Close and Cambridge Park was put forward to Richmond Council last year.

Plans show the buildings would also have had a partial basement and accommodation in the roof, with each home having three rooms.

The application also said new parking spaces would be provided as the land, which is currently undeveloped, was built on.

"The building has been carefully designed to a high standard on what is a prominent corner site, respecting the avenue of trees, increasing the biodiversity value of the site and minimising impacts on the adjacent residential properties," the application said. 

"The design responds to and takes cues from a wider local context in expressing a clear identity as a contemporary building that nevertheless remains sympathetic to its surroundings. 

"The form, layout, scale, proportions and materials create a contextual response that respects and enhances the streetscape. 

"The prominent corner location is expressed in full height corner windows and terrace setback at roof level. 

"The proposal will create three high quality, energy efficient dwellings in a sustainable location."

However, council planners did not agree, and have refused to grant planning permission.

A council report said the "siting, scale, design, relationship with adjacent trees and direct loss of open space" from the development made it inappropriate. 

"The applicants did seek formal pre-application advice, however, the council's recommendations for amendments were not followed, and the scheme was found to be contrary to policy and guidance, and therefore the application was subsequently refused," the report added.
