Council greenlights Whitton off-licence with reduced hours

A new off-licence in Whitton has been granted an operating licence between 8am and 10pm every day.
Jays Food and Wine on Nelson Road originally applied to open throughout the week and sell alcohol until 11pm, but Richmond Council's licensing sub-committee decided to reduce the hours by one hour.
Ahead of the meeting, one resident objected to the shop's plans, raising concerns about the potential impact on crime and disorder and public nuisance.
"I am concerned about the impact this application may have on the local area," the resident said.
"There are already several shops in the vicinity selling alcohol, and residents are experiencing issues such as noise, litter, public drinking and anti-social behaviour.
"Granting an additional off-licence, particularly with alcohol sales permitted until 23:00 every day, is likely to increase these problems and negatively affect residents' quality of life."
However, the applicant, Balbir Singh Kapoor, has held a personal licence for more than five years, during which there have been no breaches or enforcement issues, he told the committee.
The licensing officer said his track record "demonstrates he understands" the responsibilities of the designated premises supervisor (DPS) role and "the importance" of promoting the four licensing objectives.
In addition, the Metropolitan Police confirmed it had put forward conditions to Mr Kapoor - which he agreed to.
The licensing officer also noted that agreeing to the conditions shows Mr Kapoor's "willingness to cooperate with responsible authorities and operate the premises responsibly".
Jays Food and Wine is expected to have Mr Kapoor and three other members of staff working there, rotating on a shift basis throughout the day.
The applicant has also agreed to a condition set by the police that no more than 20 per cent of the premises' floorspace will be used for the display and sale of alcohol.
