Plans lodged to turn three Twickenham flats back into single-family home

An application has been submitted to Richmond Council seeking to convert three flats in Lebanon Park, Twickenham back into a single-family home.

The proposal, put forward by Stewart Clements, relates to a two-storey semi-detached property arranged over three floors.

The building currently comprises a two-bedroom dwelling on the ground floor, a two-bedroom flat on the first floor, and a one-bedroom flat within the loft space.

The property was originally built as a single dwelling in the early 1900s before being converted into three flats in the 1970s.

Planning consultants JLA Town & Country Planning, acting on behalf of Mr Clements, said the plans would provide "tangible benefits" to the area and align with local planning policies.

In their heritage statement, the consultants wrote: "The proposed development is intended to achieve the important planning aims of regeneration and sustainable development, arising out of the site's particular characteristics and applicant's unique circumstance, together with the existing planning policy context."

They added that the aim was to return the property to its original purpose, consistent with the majority of homes in Lebanon Park.

"The Applicant seeks to revert the building back to a single-family dwelling, consistent with its original purpose, and all but two of the 60 properties in Lebanon Park."

The applicant says the second-floor flat does not have gas or insulation therefore gets hot in the summer and cold in the winter (credit: planning application).

Plans follow "positive" pre-application advice received in 2022, where officers noted the reversion to a family-sized home was "in principle supported" if the relevant policy requirements were met.

The proposals acknowledge the loss of two small residential units but argue this is outweighed by benefits such as an affordable housing contribution, improved energy efficiency, and a tidier street frontage with fewer refuse containers.

The consultants also highlighted that one of the existing flats does not currently meet National Space Standards and lacks private amenity space.

JLA added: "The second floor flat in particular does not currently meet National Space Standards, is sub-standard and poor in quality and has no access to any private amenity or garden space."

They added that reducing the number of dwellings would lessen disturbance for neighbours, improve parking pressures, and enhance the character of the area.

"The reduction in the number of units would inevitably reduce noise and disturbance and enhance the living conditions of neighbouring properties. The reduction in units and car movements would improve on-street parking and local highway conditions," continued JLA.
