Plans submitted to turn vacant Twickenham property into flats

Richmond Council has received proposals to turn 3 Pouparts Place in Twickenham into flats.

The plan aims to turn the top two floors of the property into separate one bedroom residential units.

The basement and ground floor would stay as commercial or office space.

In the planning proposal, the applicants said: "The proposed change of use relates to first and second floors only. 

"The ground and basement area will be retained for commercial use, associated storage and plant rooms."

Richmond council rejected a proposal in February 2024 to turn the top floors into separate two bedroom flats and reconfigure the bottom commercial floorspace.

The appeal against this decision was dismissed, as Richmond council said there was insufficient private amenity space and waste storage.

Pouparts Place is close to Strawberry Hill station and Twickenham Green.

Other properties on the place have already been converted into luxury apartments.

Both flats currently proposed will have two rooms, excluding bathrooms.

Each flat will be provided with a winter garden directly accessible from living space. 

No external change to the building has been proposed, including extensions or height increases to the building and no loss of any residential garden land is expected.

Construction on the property was completed in 2018, but has remained vacant despite extensive marketing efforts.

The planning proposal suggests a mixed use development, with residential top floors and ground floors for commercial or social and community infrastructure.

The fully furnished office building has been vacant for over seven years.

No interest was attracted because of the undesirable location, far from the high street and town centre, and the general subdued demand for office spaces after lockdown and economic uncertainty.

The deadline for the senior planning officer to make a decision on the proposal is 9 April.
