This role requires an ASAP start so the successful candidate must be able to start within the next 2 - 3 weeks.

This is a Hybrid working role. Mandatory training will be office based for the first 1 to 2 weeks. You will then only need to be in the office as and when required for meetings, normally once every 2 weeks but flexibility is expected.

Job Purpose

The role will be in the Strategic Market Management and Service Acquisition Team, which is an integral function to the delivery of Adult Social Care. The role will be required to microcommission services across a range of social care providers including transport for adults assessed with eligible need. The role will require the post holder to engage with the social care provider market across Richmond and Wandsworth, as well as out of borough social care providers. Supporting the wider directorate to deliver health and social care integration will also require working collaboratively with our partners.

You will have the ability to work across a range of stakeholders, in particular, social workers and social care providers, to put in place the right care, at the right time, at the right cost.

As a Service Acquisition Officer, you will contribute to the wider work of the Commissioning and Quality Standards Division by micro-commissioning packages of care and placements.

You will be required to use different IT systems to enable you to micro-commission services with social care providers and transport providers, as well as use more traditional communication channels (telephone and email), as part of your day-to-day role.

Specific Duties and Responsibilities

  • Will be responsible for the efficient and effective micro-commissioning of straightforward packages of care and placements by demonstrating strength-based approaches.
  • To manage and identify the most appropriate social care provider by working in accordance with commissioning and contractual requirements.
  • To optimise contract and block services first.
  • To negotiate the cost of straightforward packages of care and placements, to demonstrate best value. For example, obtaining three quotes from providers and effective use of dynamic purchasing systems, to deliver best value for money.
  • To micro-commission placements on behalf of the NHS on request.
  • To report to the Senior Commissioning Manager and / or Deputy Manager any provider concerns relating to capacity and reliability against Performance Indicators.
  • To also use traditional communication modes to engage with the social care market to ensure capacity is fully optimised. 8. To establish and maintain a good working relationship with social care providers to ensure the service user receives the right service, at the right time at the right cost.
  • To ensure all relevant information/documentation is sent to the provider in relation to care commissioned and contractual agreements.
  • To ensure all information recorded is accurate and any inaccuracies are escalated to the Senior Commissioning Manager and / or Deputy Manager.
  • To be responsible for collating market management information to enable you to carry out your role. This may include populating and reporting information on provider capacity, voids, provider costs and service type information. This information should be presented to the Senior Commissioning Manager.
  • To notify the Senior Commissioning Manager and / or Deputy Manager of any provider information changes or provider intelligence that will impact on service delivery.
  • At the request of the Senior Commissioning Manager and / or Deputy Manager to be the team's representative at meetings and report on key decisions and actions.

Essential Knowledge

  • Broad understanding of the social care provider market and the types of services commissioned by Adult Social Care Services.
  • Some understanding of IT applications used in an Adult Social Care environment

Essential Experience

  • Preferably experience working within an Adult Social Care or Health environment
  • Experience of working effectively within a team and supporting colleagues and managers in carrying out their roles.
  • Experience of prioritising work to ensure packages of care and placements are micro-commissioned in a timely way
  • Experience of working in partnership and collaboration with internal and external colleagues, providers and partners, including other local authorities, NHS and voluntary sector

Essential Skills

  • Ability to prioritise your own workload, work under pressure and meet deadlines
  • Ability to communicate effectively verbally and in writing with internal and external stakeholders, including social workers, commissioners, finance and social care providers.
  • Ability to use I.T applications as part of day-to-day role (e.g. Microsoft applications, Mosaic etc).
  • Ability to problem solve when working with social work colleagues and social care providers and be able to influence, persuade and inform.
  • Ability to interpret and follow information and data, escalating concerns or anomalies to the Senior Commissioning Manager and / or Deputy Manager
